As noted, it's a permit and not a license, and MUST be accompanied by your home country drivers license to have any validity. I've used a Brazilian license, in Portuguese, to rent cars in the U.S., with no problem. It wasn't a problem for it not to be in English, but it would have been if it had been in a lettering system such as Chinese or Cyrillic.
